Ponting gets a gentle slap in the wrist - a 20% fine (of course the lost match is probably what is going to hurt him more)
Dhoni himself was guilty of slow over rate in some sessions, though the end of the day tally was generally okay.
The extra half hour has been used everyday- something is wrong - that should be for contingencies.
The fines and threat of suspension are not working. If this continues, the day is not far off when during the end of the day you see only 70 overs bowled and captain gets suspended for the next match (and given the hectic schedule, they will be glad to take that break!) ...
A different approach would be to penalize per session. If you are supposed to bowl 28 overs pre lunch, and if you are 4 overs short, then take the worst runs per over for a bowler (with a minimum of 4 runs per over) and add it to the team - and add it immediately - at the end of each session.
So if Ponting was 10 overs short, and one bowler gave away 6 runs per over, the opponent team would get 60 runs immediately.
We will see over rates come into control immediately, like how free hits has reduced the number of no-balls.

Good suggestion RS... though the severity can be reduced considerably. One thing is apparent though, the Indian team will be loosing a lot of matches with this rule LOL.
On a serious note, the existing penalties should be more harsher... 100% fine for all and a ban for the captain. That by itself should do the trick... if that does not work, your suggestion comes into play... cheers
i dont liked these suggestions at all...
how i would get the time to ask every player how they are feeling after each delivery...?
where i would get time to engage in long intellectual discussion with umpires over the state of match/affairs...
and what bout part time bowlers? wont they feel neglected...? come on think for them too...

on serious note i dont think imposing fine is the way forward...the longevity or effectiveness of any rule/sports is the simplicity...
so i propose...
if for one day he fails to maintain the over rate he dont play at his usual spot and if he does it again in the match he wont play at all...this will hurt teams more...
pull umps leg also for not being proactive...not taking things under control and penalize them for not dong job effectively...
this will secure both ends...
sp are you suggesting permanent ban for second offence regardless of number of overs short?
As for the umpires, how do they move things along - except prevent unscheduled drink breaks, getting helmets etc.

i meant not playing that very match...
as for umps...lets say if they see in first session the over rate is lagging behind they should have special signal like they have for power play for instance...
this official signal will make captain weary of things to come and if he repeats again in following session he gets the proposed punishment automatically...without any hearing...any interference...this will make rule consistent...
and if umpire doesn't spot this he too gets his legs pulled up...
sp: banning in the same match may have some issues. for example if a team was slow in the last day, first session, by the time the umpires warn them and sit out the captain, it could be past the final session - a small price.
Also if you were prevented from playing the same match, would you bat with 10 players in the second innings - I think that is even harsher than the run penalty don't you think?
An official sign for slow over rate - clearly declared openly instead of covert warning will be very good.
yes the idea of the penalty is to hit them where it hurts...
